IBD: National Outlook Index fall to 49.5 - lowest since Bush took office. Bush approval drops to 52% Yesterday, IBD reported that Bush job approval sank to 52%. Today, it reports that the its National Outlook Index, a measure of how Americans feel about their country, fell to 49.5, the lowest since Bush took office, when IBD initially launched the poll.
