I don't think he had outlived his usefulness. We had "listening posts" near the common border with the USSR which must have been pretty effective as the communists were periodically trying to attack them or assasinate the folks who ran them.

We had the misguided idea that with the Shah gone the country would be open and hospitable to all. There was a thriving Jewish quarter in Tehran, many promising Iranian youth were being educated here, many women were being educated and had eschewed the burkha. (I had the misfortune to share a 747 with students returning to Iran for the summer.) The Mullahs, at least some of them, didn't want it that way.
