Sounds to me like you're probably fighting a losing battle. It's probably time to do a format/install of an operating system...preferably something other than Windows Me. Did you try System File Checker? Below are a couple of cut-and-pastes concerning the files you are having problems with. Do you get exact error messages you can post about these files you're having trouble with?

My webmaster says that Ndetect is the name of an automatically run program in Norton Live Update. It can be disabled by using the following. I assume that most of you that are having this problem are running Norton Antivirus? Do this and be free..free I tell you!

To remove Symantec NDetect from the Task Scheduler:
You need to do this only if you had Automatic LiveUpdate enabled. (It is enabled by default.) Follow the instructions for you operating system:
Windows 95/98
1. Click Start, point to Programs, point to Accessories, point to System Tools, and then click Scheduled Tasks.
2. Click Symantec NDetect, and then press Delete.
3. Close the Scheduled Tasks window.
Windows Me
1. Click Start, point to Settings, and then click Control Panel.
2. Double-click Scheduled Tasks.
3. Click Symantec NDetect, and then press Delete.
4. Close the Scheduled Tasks window.

(edit in) If you do this remember to update your virus definitions manually.

LoadQM.exe
This task loads the MSN Queue Manager and is installed when you install MSN Explorer or MSN Messenger. LOADQM gobbles up system resources and appears on most end-users’ Task Lists who come to us complaining of low System & User Resources or very slow, "crawling", PCs. In January 2003 this is still one of the worst behaved Microsoft programs !

Recommendation :
Disable immediately, or Delete using Starter. Next, reboot your PC and find LOADQM in the C:\WINDOWS folder. Rename it to LOADQM.EXE.OLD as if you do not it will otherwise get put back in your Task List at some stage or other (on some PCs you may need to boot into Safe Mode before you are able to rename LOADQM).

Another loadqm fix

This will remove Loadqm:

Run - regedit
HKEY_Local_Machine_Software/Microsoft/Windows/CurrentVersion/Run
Delete String Value: ab LoadQm"loadqm.exe"
Reboot
Open 'My Computer". On view menu go to Folder Options - select the View tab, put a check in the box "View all Files" (On mine it says "Show all Files") click apply and close Folder Options.
Open Windows Explorer. Go to Program Files folder and delete the hidden folder 'QMgr"

Also delete:
Go to 'Find"

qmgr.dll c:\windows\system
qmgrprxy.dll c:\windows\system
progld.dll c:\windows\system
qmgr.cab c:\Program Files\Messenger
