I have no idea if this will help but I don't see how it can hurt. Try tapping the F8 key on the reboot to see if you can boot into safe mode long enough to right click your taskbar and choose task manager. Go to processes tab and right click msblast and choose "end process". Enable the xp firewall if you aren't running one already. If this works you should be able to stay running long enough to download the blaster removal tool and run it. Make sure you turn System Restore off or you will be reinfected.

In addition to the cows answer, this info from Symantec might be helpful to start in safe mode:

To start Windows XP in Safe mode, single operating system:
Use this method if XP is the only operating system installed on your computer.

Start Windows, or if it is running, shut Windows down, and then turn off the computer.
Restart the computer. The computer begins processing a set of instructions known as the Basic Input/Output System (BIOS). What is displayed depends on the BIOS manufacturer. Some computers display a progress bar that refers to the word BIOS, while others may not display any indication that this process is happening.
As soon as the BIOS has finished loading, begin tapping the F8 key on your keyboard. Continue to do so until the Windows Advanced Options menu appears.

Using the arrow keys on the keyboard, scroll to and select the Safe mode menu item, and then press Enter.
