You asked me for a conclusion, rather than actions to be taken to make legal findings. I advocate taking those fact-finding actions and then reach legal conclusions.

As far as SA and the missing pages, it'll turn out to be a red herring, "oh, gee, we're sorry, we won't do it again", about something inconsequential. Billions of dollars are at stake and are buying the best PR firms in Washington, Hill & Knowlton et al to manage the message and derail the American public.

As far as investigations being thorough, the tactic is to release 100s of thousands of irrelevant pages, suppress the relevant ones, and keep CIA minders over any witness, but to prevent any effective hearings in any case.

As far as Dean, Graham etc. making charges, Dean's attitude especially, is calling the Bush admininstration to be generally outright liars, which is as close as it gets on the campaign trail without a grand jury.

Any criminal indictment requires legal action before any more sinister allegations can be looked into. The 911 Family representatives have called Bush actions "sinister", but they aren't campaigning for office.

As far as Kerry, he's a jellyfish, takes zero chances these days and is a zero (unlike decades ago).

Graham was compromised long ago - his wife was one of the chief protectors of the Bush crony crimes with Enron and others, as on the BOD etc.

The missing pages on Saudi Arabia is simply a straw man to enable people like Graham to make an attack and appear credible.

It's a joke. The only solution will be an eventual true investigation, with outsiders with no connection to Washington, the military or CIA. Meanwhile, Rumsfeld and the rest are trying to protect themselves against such future eventuality by issuing orders that "no one shall take notes in meetings or send email" on such subjects.
