Massachusetts has urban and population problems Vermont doesn't have. It's a much tougher place. There are also a lot of rich people who have second homes in Vermont which fuels the tax base. Massachusetts is also a lot more worldly and in touch with the mainstream issues of the world. Vermont is a good place to escape from all that. Massachusetts is fairly liberal but Vermont is even more liberal. Probably the most liberal state in the nation. Even the Republicans there are liberal. Not so in Boston which is a very mixed bag.
