A week ago, Bush surprised even senior political leaders by announcing that he would ask Congress for a whopping $87 billion to finance military and reconstruction activity in Iraq next year. That's on top of a $79 billion infusion approved by Congress in April, and many observers predict that tens of billions more will be required.

By contrast, Deputy Defense Secretary Paul Wolfowitz told Congress in March that in Iraq, "We're dealing with a country that can really finance its own reconstruction, and relatively soon."
