That is a terrible model for law enforcement. 'Waiting out the criminals' in the hope that they will finally decide to give themselves up would not only tie up huge law enforcement resources, but encourage other such lawless behavior by lunatics like Koresh. Their willingness to use their illegal weapons on law enforcement, killing 4 good officers, shows that they were definitely a mortal threat to society. The world is a better place now that Koresh is burning in hell.
