Actually I would call a fish's cloaca the colon or maybe the alimentary canal in people. In any case the waste exits through the end and that end can be correctly called an anus in people or fish.

And the important biology is that waste or excrement is a part of nature and it may depending on concentration find some living biology that is damaged by it or not. But always more living things will benefit than be harmed.
