Perhaps he should have said in Vietnam major combat operations never ended and we never reached a period where we were trying to form a new representative government as well as reconstruct an infrastructure suffering from 25 years of war and neglect.

But the goals are similar to what we achieved in Japan and Germany post WWII, the threats are just higher to us now than in post war Japan or Europe.

The allusions to Vietnam are less bizarre, far more appropriate and outright truthfull that the Bush admin and its friends have been making to the aftermath of WWII, "something that happened" 50-60 years ago.
