Perhaps he should have said in Vietnam major combat operations never ended and we never reached a period where we were trying to form a new representative government as well as reconstruct an infrastructure suffering from 25 years of war and neglect. But the goals are similar to what we achieved in Japan and Germany post WWII, the threats are just higher to us now than in post war Japan or Europe.
