Until it was found that the anthrax was made in the good ol' USA. And the trail led places the FBI didn't want to go. Then they started looking for a scapegoat instead of the perps. Standard operating procedure these days.

Bullsh*t. According the Federation of American Scientists who protested the usual FBI "incompetence", they failed to make the slightest intelligent effort. It took the FAS to force the FBI to track down the source of the anthrax to a US source.
