Those methods haven't really changed much, since Sargon the Great. Put a well-armed infantry soldier on every street corner, with orders to shoot any looter, rapist, or hijacker. Of course, that soldier needs to speak the local language, and be acceptable to the civilian population.

And that is exactly what is happening in Iraq. A variety of local militias are self-organizing, and patrolling the streets, as our troops withdraw in the face of Arab anger. U.S. troop levels have peaked, and are now slowly declining.
