Of course, that soldier needs to speak the local language, and be acceptable to the civilian population. And that is exactly what is happening in Iraq. A variety of local militias are self-organizing, and patrolling the streets, as our troops withdraw in the face of Arab anger. U.S. troop levels have peaked, and are now slowly declining.
