Perhaps mathematically correct, but the point I think is that there has been a lot of cash that has gone down the gurgler instead of into schools, hospitals, housing, water projects, industry, other forms of infrastructure, etc., all of which could have had a much larger effect on Palestinian life than a mere buck a day.

There was a lot of cash wasted that if properly used would have been quite beneficial to the Palestenians.

Why the money was wasted is another question. A lot of it was unquestionably stolen by Arafat and Co. The rest may have been purposefully mismanaged in order to maintain political control over the poor slobs.
