Ever heard of the internet? You don't even need a service of your own since almost every library provides access.

You can establish a residency in Virginia, if that is where you like to be, and do (driver's licence, credit card, employment, professional licencing, etc.) forwarding, much the same way that we now do 'call forwarding' in telecom. Once you want your new location or whatever updated to "residency," you simply update your residency records. If you remain nomadic for your whole life, then probably your birth place is your residency.

States can still maintain their residency voting rules etc. Many types of data and records are already centralized as a convenience to commerce. For example, credit card companies don't give a hoot if you are here today, there tomorrow...as long as they can still bill you.
