DJ, I'm getting a bit dated now, but it seems that the USA and now Europe are not into lean burn because they went catalytic converter in a big way. With the quality of engines these days, combined with engine management systems, lean burn engines without the catalytic converters are, I guess, the best way to run a road with minimal cost x minimal pollution.

With exhaust controls as part of road permit inspections, dirty exhausts could be removed from the road when engines deteriorate with age [or lack of maintenance].

That would save a LOT of fuel, a LOT of catalyst cost, cut CO2 emissions, enable more frequent vehicle turnover [due to cost savings] and result in happier motorists and air-breathing public.

It would not be good for Jay's platinum price.

Mqurice
