I am sympathetic to these sorts of stories. But then the rationalist in me takes over, and I question whether it makes sense to socialize the consequences of ill-considered decisions. Why would someone have children when it will plainly result in them not making ends meet? Why don't these people have any savings, especially when they made a decision to have children? Did they think that nothing unexpected would ever happen?

This is a recent phenomenon. Many people in the US now feel that they have a right to luxuries such as flat panel TVs, extended trips, and SUVs, and then pine for someone else to pay for their necessities.

It's a sign of decay, not strength. Just look at the slaying of Anna Lindh in Sweden, the nation of hapless bystanders:
