TSMC to fab ICs in China by end of '04, says Chang

SAN JOSE -- Taiwan Semiconductor Manufacturing Co. Ltd. (TSMC) is still waiting for the final approval to build its new fab in China. But still, the company expects to move into chip production in that nation by next year, said Morris Chang, chairman of the silicon foundry giant.

"Our plan is to start production near the end of '04," Chang said after a presentation given at the Taiwan+China Semiconductor Outlook conference in San Jose today (Sept. 15, 2003).

For months, TSMC has been attempting to gain approval with the Taiwan government to build an 8-in., 0.25-micron fab in Shanghai. The Hsinchu-based company has received the "Phase 1" approval by the Taiwan government, in which TSMC is able to invest in China, Chang said.

TSMC is waiting for "Phase 2" approval from the government, in which the company can ship the chip-equipment and hire workers for the fab. "When we get 'Phase 2' approval, it will be a landmark decision," Chang said.

At that point, the Taiwan government is expected to open the floodgates, allowing the island's IC-assembly and test providers to set up shop in China, according to analysts.
