You are confused. The 9th circuit is NOT doing what the Supreme Court did in Fla, i.e. cancelling the process and declaring a winner. The 9th circuit is not "shutting down the recall", they are postponing it until more machines can be made available for voters. Did you think they were cancelling the recall? I don't believe anyone declared people too "stupid to use the machines", I think the claim is the availability of open polling places, and machines that work accurately.
