Sure.. But compare that to virtually anything that has happened any where in the world.. and what about since then.. Find me a country where they will allow a provincial govt. to hold referendum to decide whether they want to continue to be part of a bigger one.. Do you think US will allow that if say couple of states decide they are big enough to be on their own.. and want out..

Do you think India will allow a vote like that in Kashmir, although there is a UN resolution to that effect.. Not in your life time..
