It took them a year to start. The counties have much large number of people. According to court filings with enough volunteers each county was able to count their ballots in a couple of weeks, but weren't given the chance. The strategy the GOP admitted to was one of contesting every ballot to draw it out as long as possible. Instead, by putting the 3% contested ballots those can further be divided into over/under categories in short order, as the media did. The USSC could easily have made that order. It wasn't rocket science.
