Let me explain a little bit about U.S. Government and how it works. The Congress (House of Reps and Senate) write the laws. The Chief Executive (The President) does not write the laws, issue edicts or issue other dictatorial orders. Bush had no power to create Homeland Security Dept with FUNDING appropriated by CONGRESS without the help of the CONGRESS. I don't know exactly how Bush started the war on terror, do you have evidence of the Bush's, being pilots and all, being behind the attacks on New York and Washington. I suppose by your logic President Roosevelt started World War II also unilaterly and not because Germany declared War on on first and because Pearl Harbor was attacked and had just as many casualties as did New York and Washington. I find it funny that you laugh at rights such as Free Speach and Free religion, right to protections from unreasonable searches and seizures as not being important, and then claim that such Stalinist tactics are just a Red Scare.
