The PA is controlled by Arafat, who also controls Fatah. Fatah in turn has a wing, the Al Aqsa Martyrs Brigade, which engages in suicide bombing and other terrorist actions.

It seems to me that each time the middle east calmed down, the first hostile action was always an assasination of someone by Israel or the announcement of a new settlement in Palestine.

Arafat has no control over Hamas? I disagree. At the very least, he could have publicly said that suicide bombing is counterproductive to the peace process. But he said nothing, other than a "thousand martyrs to Jerusalem." Now he says "A million martyrs to Jerusalem."
