Obviously, I was labeling the entire sentence as a theory. I then labeled individual parts as fact or theory. Would you prefer I write it in crayon for you? -g-

Having said that, what noteworthy circumstance remains to make one believe that they were spies?

--- the fact that they were IDed as Israeli military
--- they were carrying the multiple passports, lots of cash, etc.
--- they were movers, the same cover as some of the other Israeli spies

They weren't prevented. Thus they were allowed. As I said clearly in my original sentence, this does not mean they were knowingly allowed:

the fact that the U.S. allowed the attack to happen is chalked up to numerous glaring mistakes.
