Until the reasons and motivations for the terrorists' behavior have been substantively reduced, the violence will continue no matter how much you punish them. Its true in Palestine, its true in N. Ireland, it was true in Vietnam, its true in Afghanistan, it was true in Lebanon......the list goes on. Discipline and punishment work only with common criminals and cowards, not ideologues and terrorists. So, basically, you're suggesting we give the terrorists what they want. Fixing the "reasons and motivations" for their behavior is just a fancy way of saying "give them whatever they want, just make them stop!". I disagree. Yes, where reasonable.......and reasonable is underlined. Why do you disagree? If you bargain with terrorists you are making their entire way of fighting legitimate. It has legitimacy because it exists whether we recognize it or not. People don't risk their lives for the fun of it.
