here is some history on the company.. it appears they have had a lot of experience in fighting well fires, build defense bases etc. long before Cheney joined them... I expect the awards to this company was based on ability , speed and experience in working with military and government contracts. any business the company gets has nothing to do with Cheney. His contract was finalized before accepting vp. He sold off all interest in the company stock and I assume is taking his salary over an extended period for taxes vs taking a lump sum payment. These payments are for past performance and have no relationship to current business. halliburton.com
