Good luck with your dad. Sometimes, actually, they do do surgery the same day, but it is usually in an emergent situation, like an on-going heart attack.

I actually don't know about the cell phones. I've seen the signs, but I've never bothered to find out why, cuz I ain't got one. The hospital does keep a few on hand for emergencies, tho. I see the signs in the ICU and surgery. People use them in rooms and in ER, and in the nursery; they tell me the flowers like the beeps.
