That's the question, kumar. Is the PA a "legitimate" state-in-the-making or is it just a bunch of bandits? The UN has consistently called it the first and has had a PA observer at the UN since the 70s.

So if the PA is a quasi-state whose leader deserves sovereign immunity, why can't it be held to any standards? (not that the UN will ever rule against the PA in anything) On the other hand, if it's just a bunch of terrorists, why can't Israel treat Arafat as the US has treated Osama bin Laden?
