In Stan's Weinstein's 3 phase bull market classification schematic, it's the 3rd and final phase: <Wild Enthusiasm> This period is characterized by very aggressive and frothy speculation. Players throw caution to the wind. And, penny stocks make their largest gains vs mid and larger cap issues during this phase.
