Not necessarily. Witness the more-or-less successful terrorist movements of the IRA, or indeed the Stern Gang.
One key is, as you say, that the leaders negotiate in good faith to reach a negotiated solution. As a rule, this is less likely to work when the elected leader of one side is held at tank-point and subject to none-too-subtle assassination threats by the other side.

Another resolution can come if one or other side decides that their stance has too little to gain, or too much to lose, or the future cost is too high. I think the Palestinians have nothing left to lose, and can hardly pay a higher cost as a people unless the Israelis resort to out-and-out genocide...
