As seen in Tuesday's Daily Reckoning email. This is hardly tech-stock bullish:

"On the other hand, Goldman Sachs' latest information
technology spending survey - taken in mid-to-late August -
indicates that tech spending is recovering slowly, if at all.

"Goldman surmised that technology capital spending would
probably close out the year 'at or slightly below' zero
percent growth," CBS Marketwatch notes. "Projections for 2004 currently stand at 3.9 percent growth. Goldman added that the timing of a spending recovery is being 'pushed out' beyond the near-term horizon."
