The US did not go to Baghdad because the UN did not authorize it and hostilities were between the UN and Iraq.

When are you going to accept the fact the UN did authorize the use of force against Iraq in 1991.

All they did was authorize the use of "all necessary means" to restore stability in the region..

2. Authorizes Member States co-operating with the Government of Kuwait, unless Iraq on or before 15 January 1991 fully implements, as set forth in paragraph 1 above, the foregoing resolutions, to use all necessary means to uphold and implement resolution 660 (1990)

(note: Where does it specifically authorize or require member states to use military force?)

and all subsequent relevant resolutions and to restore international peace and security in the area;

(note: Which means that whatever means were used to enforce 660 (withdrawal from Kuwait) are legitimate in restoring peace and security in the region...)

So hello GST.. As I've continuously stated, but you and others refuse to accept, the UN has NEVER authorized the use of military force against Iraq (or any other nation/state). All it has done is not specifically prohibit military force.

Secondly, UNSC 678 specifically states that all necessary means will be used to enforce subsequent resolutions aimed at enforcing 678.

Saddam's continued refusal to fully cooperate with the UNSCOM/UNMOVIC threaten regional stability (because US troops were required to contain his threats, such as the his threat to re-invade Kuwait in 1994 and his activities behind the 1993 WTC bombing).

Regional stability has a VERY BROAD definition, which is left up to member states and the UNSC to define.

Thus, NOTHING Bush Jr. did was a violation of the UNSC resolutions. There WOULD NEVER have been a UN authorization to use military force against Iraq.

At most, the UNSC would only have reaffirmed the previous language of 678.
