He needed to make sure Iran was constrained by someone. Might as well let Saddam do that bit of dirty work.

Certainly a factor in the decision making process, I'm sure...

But Saddam was also a de-stabilizing element throughout the '90s, continuously threatening neighboring states and the US, and depriving the region of the political stability required to enhance economic and social development.

Each one of these events was violation of the cease fire, and destabilizing to the region, a violation of UNSC 678 and 687.

One would hope that all participants might review and refresh themselves with the BS that Saddam was pulling during the '90s
