I'm curious as to what difference you think this makes.

Also how do you explain the bushonomic deficit if the highly skilled Bush economic team assumed these bubble jobs were temporary and not returning anyway.

Bush doesn't have a prayer in 04 anyway and I think these sorts of rationalizations are a form of denial.
