You are wrong. If you are correct, it is only because Saddam already had finished the job (of genocide). His government had killed several hundred thousand suppressing political opposition, starved to death over a million while blaming UN Sanctions (his government claimed close to 2 million), or ran people out of the country (before the war, roughly 2 million living as refugees). If you include the losses that resulted from his attack of Kuwait and Iran, roughly one out of five Iraqis were either killed or forced out of the country by Saddam's actions - hardly "the petty dictator sort of stuff".
