There is no reason for her to wait til 08.
Her book will have been wasted, Bill's book will be wasted, she'll have to watch as the economic cycle shifts back to prosperity under a republican, and she may even have to deal with a Rudy or other superstar on the repub side. There is no reason to wait. She knows this and is going for it now. I believe she made the decision on 04 last fall.
