The deficits at the State level were caused by Governors and legislatures not cutting back spending in proportion to slowing tax revenues. In the business world, you make cutbacks when your revenue begins to taper off and drop. States don't seem to like to take the hard medicine when its needed. You can't pay for the 24 hour call-in to local government to report dog poop on the sidewalk when your tax revenues are falling.

The President only has some pursuasive powers when it comes to Fiscal Policy. Congress laregely calls the shots and the President doesnt exactly have a rubber stamp Senate. During the slowdown after the Clinton stock market bubble and crash, Bush has kept Fiscal policy and spending up and cut taxes to get the economy going. check your economics 101 textbook and you will see that is exactly what you are suppossed to do to fix an ailing economy.
