Iraq invaded Iran and was preparing to invade Saudia Arabia next. Iraq has also invaded Israel numerous times since 1948. Iraq also launched missiles at Israel in 1991. Iraq also attacked the Kurds in the North.

The Soviet Union also invaded Poland with the Germans but nobody declared war on the Soviet Union which I find interesting.

You could argue that Germany was somebody else problem.
