So, he can never be sure with any potential client that there won't be inappropriate sexual stimulation. So he can never take the risk of ever giving a massage. But, you see, he doesn't believe that. It doesn't matter if his belief is accurate and realistic or not. As long as he believes that he can categorize some people as safe, he feels free to proceed with their massages. He doesn't believe he's taking a risk. You see? That's what this is all about, belief.
