A lot of middle class folks tasted the good life under Clinton and Bush wants people to go back to trickle down economics. This deficit was created on the backs of the middle class to benefit a very few lethargic old men from smokestack industries like Halliburton. If Bush wanted the public to get behind his programs he needed to share the wealth.

when Arnold annouced his Candidacy there were some PRs from the Bush people saying it was great that Arnold was running and maybe California would become a battleground in 04. That is how offbase the Bush people are, they have an extremely overinflated view of their own popularity. Bush will go down here worse than any candidate in recent memory, and that will play out in a lot of the coastal states, even some of the middle states like Colorado who have experienced devastating job losses under Bush. Bush thinks he's still popular, NO. Congress has gotten an earful of what people think of the 87 billion for Iraq and thats why Kennedy and company are going after Wolfie. If the constituency were still behind Bush nobody would have the nerve.
