With the recent Estonian election to join the EU and Latvia's election tomorrow, the EU is becoming a little ungainly, and in need of restructuring. The question is what structure? Does power remain with the old core, or is it to be "fairly" shared? Who wants just an economic union and who wants a political one? Answers to these and other questions will determine to what extent the EU may become an important power block in the twenty-first century - to the chagrin of the neo-cons.
