Principal of our high school gets more than 150K and the average teachers salary for 9 months is 56K. It is more to do with union and the like. Just two years back they,after regular strike threat during Bubble time- Oct 2000, got medical coverage for their kids upto 25 years. This is unheared of in private sector where 21 is the max. I am not completely against the union but as long as they are reasonable.
