I am pretty pessimistic that the system can be fixed in any fair manner at this point. Without a balanced budget amendment or a single appropriations committee to centralize budgeting forget it. And unfortunately all the legislators that were responsible for adding a bean to the don't spill the beans pile without having the beans spilled won't be blamed and disgraced the way they should be.
