Actually I'm a Civil Engineer by profession. The cyclic loading on pavement systems both flexible and rigid (number of cycles) by ordinairy cars including SUVs in inconsequential to truck loadings. The problem is using cheap material specifications, overloading the pavements for the design and then wondering why you only get 2 years out of something that was suppossed to last 10 years and didn't. There is NO life cycle cost savings by underdesigning this stuff to begin with. Politically its advantageous to build non-lasting roads for the loads they will see because it provides money to the construction industry and the politicians hope that a construction worker with money will vote for them. But at what expense--taxpayers get ripped off and their vehicles suffer and their time is wasted in endless construction created traffic jams.
