I really don't think it is rocket science to look at how other countries handle the issue of multinational worker exchange, and apply that here. I can assure you that if I held a job at a French conglomerate right now, and I felt like going over there for awhile, there would be NO WAY I could just hop on a plane and go to work over there on a temporary work visa to work for 6 months. No other country allows this, shutting it off should be an immediate priority if not for the jobs issue how about the lack of security? Pork like this, which congresspeople like Orrin Hatch support, are the the real loopholes that should be dealt with as a part of the war on terror vs. blowing up 3rd parties on the other side of the world.

As for payroll taxes, are you suggesting we should kill social security and medicare or just fund them entirely out of general revenues?

Yes. The system is broke and somebody better either kill it or reform it. If Bush intends to starve it, then it would be nice if we could achieve that end NOW, so that we can stop taxing our workforce into obsolescence. Bush's cronies forget who creates his capital gains that get all this preferential tax treatment.
