Those of us who have witnessed politics in Mexico (Where Rove got his inspiration) It's understood in Mexico, that part of what the president does is loot as much money as he can. We can see that with Bush. Of the $4 billion per month earmarked for the debacle in Iraq, $1.5 billion is unaccounted for.
