For many reasons Africa has many terrible leaders and systemic problems. Now you can blame the victim (a victim in worse shape than Iraq, I might add) or the US could step in and help. Did you stop and wonder why the Iraqis hadn't done something to stop Saddam? And he wasn't even that bad, not compared to Africa, and its leaders, imo. So I have to wonder at your questions. Seems like Iraq had plenty of funds, and some of those were actually getting to the people, and yet....where is the US? In Iraq, not in Africa.
