Yes. The recent historical examples of such sanctions applied against Iraq and South Africa, failed because they were so full of loopholes, and there were so many cheaters.

The world would protest, as they did when China conquered Tibet, and continue to trade. The US might not. But be serious, you expect the French to obey any sanctions regime that would cost them anything? They haven't so far.

In fact, Tibet pretty well disproves your case. I gather you regard that conquest as grandfathered in already.
