Well, native Iraqis that have no capital aren't likely to have any capital anytime soon. In the meantime, they're bitching about not having any jobs. Privatizing formerly state-run industries and banks will help create jobs that otherwise wouldn't exist, or would only exist as government make-work. Private initiative works faster than government bureaucracy. Foreign infusion of cash into Iraqi banks will also give native Iraqis (who don't seem to have any lack of initiative as merchants) access to capital funding they currently have to do without.
