The Iraqis have a huge population in Detroit, and I bet they are flying over to buy with both hands.

I think you will eventually serious tension between the returning exiles and the locals. Many of the exiles belong to traditional elite families who had the means to flee, and their relations with those who were stuck there will be shaky, especially if the returnees start to become a new elite class.

Not much we can do about this, of course, but we will need to be aware of it. I think it's extremely important to provide credit to competent Iraqis, so that they have some way to compete.
