My guess is that the CIA can arrange an identity change (something like the witness protection program for domestic cases) and with it, a green card perhaps, in extraordinary circumstances involving national security. The very nature of such a program would require that it not be known to the rest of us. It probably (if it exists) can only be used sparingly and on approval from the highest levels of government. Even then, the "citizenship" it confers might have to wait a few years for a formal oath to be taken, or it might not be citizenship at all but just a permanent residency status of some sort.
